The new city council gets sworn in on November 20 at City Hall, and everyone’s invited to join the ceremony. Mayor Tim Adams is back, along with some familiar faces and a couple of new members, ready to tackle issues starting at their first meeting on November 27.

New Council Swearing In

The new city council will be sworn in Monday, November 20 at 8:00pm at City Hall at 15901 Fred Robinson Way. The public is invited to join the ceremony.

The new council, chaired by returning Mayor Tim Adams, will welcome returning members Michael Esteve, Dufour Woolfley, and Roxy Ndebumadu.

Clinton Truesdale, who was appointed to a vacancy in the spring, was formally elected to his seat, and will be joined by newly elected members Dennis Brady and Wanda Rogers. Brady previously served on the council from 1994 to 2015.

The City of Bowie is a city manager-run government, with the city council acting as a board of directors, chaired by the mayor. The council meets twice monthly, establishes city policy, and creates an annual budget.

The City of Bowie, like most area municipalities, provides police, trash and recycling, parks, community centers, and recreation services. It also directly controls water and sewer services for the Levitt community, about a third of Bowie households.

Bowie's government, serving 59,000 residents, has roughly 400 city employees and an annual budget of $70 million funded mostly through city property taxes.

The current city tax rate is 40 cents for every 100 dollars of assessed property value, roughly a quarter of the total property tax bill residents pay to the county.

The city also receives some shared revenue from state income taxes, hotel taxes, and special commercial taxes.

The mayor and city council are part-time. They are paid a monthly stipend which doubles as their public budget. They all retain day jobs and share one staff member, the city clerk, to assist with their functions.

The mayor and council members are expected to participate in the city's twice monthly council meetings, attend city events, and address constituent issues.

The mayor and two at-large council members are elected citywide. Four district council members are elected in individual council districts, running north-south. City elections for the mayor and council take place in November every four years and are non-partisan.
